GENERAL REFERENCES
Weapons in Wildlife Preserve — See Ch. 116, Art. I.
No person shall set off, fire or discharge any revolver, pistol, gun, cannon, rifle, air rifle, pellet gun or firearm or other similar weapon of any kind or character within the limits of the Village of Sands Point, provided always that nothing contained herein shall be construed to extend to any person lawfully defending himself, his family or his property or to any police or military drills or maneuvers under competent supervision or to any police officer in the discharge of his duties or to any target practice or competition in and upon a firing range pursuant to the standards hereinafter set forth and approved by the Board of Trustees.

Any person violating any of the provisions of this chapter shall be subject to a fine of not more than $250 for each violation, and in addition thereto such violation shall constitute disorderly conduct, and the person violating the same shall be and hereby is declared to be a disorderly person.

A. 
Approval of an outdoor firing range shall be by the Board of Trustees and may be granted upon written application to the Village Clerk, setting forth the following:
(1) 
That said range will be operated so that discharge of any firearm will be at a distance of at least 1,000 feet from any street or neighboring house or property line or such other distance as in the discretion of the Board of Trustees shall be adequate to provide the standard of safety intended by this chapter.
(2) 
A noncancelable and continuing general liability insurance policy which includes the Village of Sands Point as a named insured and certificate holder with 30 days' notice of cancellation, nonrenewal, or material change, with limits of $100,000 for an individual claim and with a maximum coverage of $300,000 for any given incident. An instrument evidencing such policy shall be included for the Village records. Costs in connection with said policy shall be borne solely and wholly by the applicant.
(3) 
The days and hours during which this range will be used.
(4) 
The safety standards that will be enforced at said range.
(5) 
The maximum number of people who will be using the facility at any given time.
(6) 
If said facility is to be used by an organization, the requirements for membership in said organization, together with a copy of the constitution and bylaws and/or rules and regulations of such organization.
B. 
The Village Clerk shall refer all applications for outdoor firing ranges to the Village of Sands Point Police Department for review and recommendation as to the adequateness of the safety and noise mitigation measures proposed.
C. 
Expenses incurred by the Village in processing applications for outdoor firing ranges shall be borne by the applicant.

A private indoor firing range shall be permitted in a residential dwelling as a permitted accessory use as follows:
A. 
All indoor firing ranges shall be designed and constructed in compliance with all federal, state, and local laws.
B. 
Building permit required.
(1) 
Any person desiring to construct or install an indoor firing range in a residential dwelling located in the Village of Sands Point must submit a building permit application to the Village Building Department for such range.
(2) 
The Building Department shall refer all building permit applications for indoor firing ranges to the Village of Sands Point Police Department for review and recommendation as to the adequateness of the safety and noise mitigation measures proposed.
(3) 
Upon receiving the recommendations from the Village of Sands Point Police Chief, the Building Department shall review the indoor firing range plans for compliance with all other aspects of federal, state and local law and regulation. Once the Building Department's review of the application is complete, the Building Department shall approve, deny, or approve the application subject to conditions which the Building Commissioner or his or her designee may deem appropriate in his or her sole discretion.
C. 
Expenses incurred by the Village in processing applications for indoor firing ranges shall be borne by the applicant.
