It shall be the obligation of each property owner and occupant to collect, store and dispose of all refuse in a neat, safe and sanitary manner.
A. 
Trash cans, barrels and other containers used for the storage or collection of garbage shall be:
(1) 
Kept indoors, except on collection days;
(2) 
Stored outside, in a fully covered and latched condition; or
(3) 
Kept inside, in a fully enclosed shed or receptacle, if approved for construction.
B. 
All such cans barrels and containers must be maintained out of direct view from both the road and from any neighbor's home except on collection days when containers may be placed at the property line for pickup.
C. 
No light-weight refuse bundles, boxes, bags or the like may be stored outdoors or left at curbside which might be windblown, torn or ripped open by animals.
D. 
So-called dumpsters and other bulk-collection devices shall be filled expediently and removed from the premises within 14 days of arrival. Dumpsters may be used for construction and renovation projects, but may not constitute a legal container for family garbage unless they are tightly closed, less than five cubic yards in capacity and out of sight from the road and neighbor's homes.
A. 
Property owners and occupants shall further be responsible for cleaning up any spilled refuse, whether due to accidents, animals, vandalism or any other cause, within 24 hours of that spill.
B. 
Empty barrels, cans, containers, etc., shall be removed from the roadside and brought to their storage location within 24 hours of pickup.
To control odor, insects and disease, property owners and occupants shall maintain a program of refuse removal at least twice weekly or such that no more than 400 pounds of trash or refuse ever accumulate.
Leaves, grass clippings, piles of brush and other garden wastes shall be disposed of or maintained out of direct view from roads and from any neighbor's home.
