No person shall operate a motor vehicle upon the streets of the Village of Westfield carrying refuse, rubbish, litter, sand, gravel or similar substances or materials unless covered, tied or suitably enclosed in such a manner as to prevent littering upon the highway and/or adjacent lands.

It shall be unlawful for any person to discard, drop or throw any refuse, rubbish, trash or debris in any public highway, public street, public parking area or public park or any area used for public purposes.

Any person, firm or corporation who or which shall violate any of the provisions of this chapter shall be guilty of an offense and shall be subject to a fine not exceeding $250 or a term of imprisonment not exceeding 15 days, or both. Each day's continued violation shall constitute a separate offense.
