The Board of Supervisors of the Township of Kilbuck, after due investigation and determination that the health, safety, welfare and morals of the citizens of the Township of Kilbuck necessitate the establishment of a Kilbuck Township Police Department, does hereby, pursuant to the authority contained in the Commonwealth of Pennsylvania Second Class Township Code[2] and upon the advice of its Solicitor, Richard Start (Damian, Amato & Start), establish a Police Department.

The Police Department shall be called the "Kilbuck Township Police Department."
The Police Department shall be subject to the direction and control of the Board of Supervisors of the Township of Kilbuck.
The Board of Supervisors of the Township of Kilbuck may, upon passage of a resolution, delegate all or a portion of its authority to one of its members who shall be designated as the Supervisor in Charge of Public Safety and/or an individual who shall be designated as Chief of Police, Acting Chief of Police or Officer in Charge.
The Board of Supervisors of the Township of Kilbuck shall, within 90 days from the effective date of this chapter, adopt rules and regulations for the administration of its Police Department.
The Board of Supervisors of the Township of Kilbuck shall, by resolution, within 60 days after the effective date of this chapter designate a member of the Kilbuck Township Police Department as Chief, Acting Chief or Officer in Charge.
The Board of Supervisors of the Township of Kilbuck may enter into service agreements with other municipalities providing police protection thereto; provided, however, said agreements shall always be in writing and shall be entered into only after the passage of a resolution by the Board of Supervisors.
The Kilbuck Township Police Department shall become effective January 1, 1989, and as such shall have all of the powers granted unto police departments by applicable Pennsylvania law.
