The Mayor and Borough Council of the Borough of Netcong agree to participate in the creation of the Northwest Morris Regional Planning Council for the northwest Morris County area. The municipalities invited to participate in the Northwest Morris Regional Planning Council are: Boroughs of Mt. Arlington, Netcong, Rockaway, Wharton, Victory Gardens, Town of Dover and the Townships of Denville, Jefferson, Mine Hill, Mount Olive, Randolph, Rockaway, Roxbury.
A. 
The Northwest Morris Regional Planning Council shall be established in accordance with N.J.S.A. 40:27-9 to 40:27-11, inclusive (Chapter 251 of the Laws of 1935, State of New Jersey)[1], and shall constitute an instrumentality of its participating municipal governments within the scope of this chapter.

B. 
The Northwest Morris Regional Planning Council shall:
(1) 
Define the needs common to the northwest Morris County area.
(2) 
Investigate such needs and specific problems as are recommended to it by the participating governments.
(3) 
Develop comprehensive plans for concerted action in the meeting of the needs common to the northwest Morris County area.
(4) 
Make recommendations for the implementation of such plans to municipal, county and state governments.
(5) 
Recommend any agencies or intermunicipal contracts which might be required for implementing the actions deemed necessary as a result of the Council's detailed and reported studies.
C. 
The Northwest Morris Regional Planning Council shall take into consideration within the scope of its studies the territory encompassed by the aforementioned municipalities.
A. 
The number of members of the Northwest Morris Regional Planning Council and their methods of appointment shall be arranged in keeping with the bylaws and rules and regulations which shall be adopted formally by the Northwest Morris Regional Planning Council immediately following the adoption of similar ordinances or resolutions by the other participating municipalities and by the county participant hereto. In no case shall an elective municipal official act as chairman on the Northwest Morris Regional Planning Council, since this capacity shall be reserved for the citizen member as appointed to the Northwest Morris Regional Planning Council by the municipality.
B. 
Citizen members shall be appointed to the Northwest Morris Regional Planning Council for a period of four years. If a public official of the municipality is appointed, he shall serve for the length of his term of office; however, the aforementioned statute precludes a membership majority of public officials. In the event that a citizen member does not serve the entire length of his term, his replacement shall serve for the remainder of that term. All appointments shall be made by the Mayor and be confirmed by the Borough Council of the Borough of Netcong.
C. 
The general and administrative expenses of the Northwest Morris Regional Planning Council shall be borne equally by all member municipalities, provided that the annual expenditure by the Borough of Netcong shall not exceed the sum of $250 per annum.
