§ 117-1 Title.

This chapter shall be entitled "Numbering of Buildings."

§ 117-2 Required.

The owners or occupants of each dwelling, store or other building within the Borough shall, at their own expense, cause the same to be properly numbered in accordance with this chapter. Nothing contained in this chapter shall be construed as an intention by the Borough to accept any street or to assume any responsibility for the maintenance of any street.

§ 117-3 General specifications.

The numbers shall be in figures, a minimum of three inches, mounted in a secure fashion to the front wall of the building or to the porch or other fixed appurtenance in front of the building, in the general vicinity of the main entry way or main path of travel which leads to the main entrance from the street, road or alley, or otherwise separately mounted upon the face of a wall or upon a post in the front yard of the premises. The numbers shall be placed so that trees, shrubs and other obstructions do not block the line of sight of the number from the center of the street or main traveled way to any appreciable degree. The numbers shall be of material and color so as to provide the greatest contrast with the background to which they are affixed. The numbers shall not be located on any doors which may be obscured for part of the year by a storm door nor on any door which may, from time to time, stand open. The numbers shall not be figured in a style the elements of which might tend to confuse their interpretation.

§ 117-4 Multiple access nonresidential units.

For nonresidential units located on lots where more than one unit requires numbering, where there is public or private access to the unit other than from the main entrance, each additional access to the unit shall bear the identification number of the unit as well as the name of the business that occupies the unit. All numbering shall be three inches in height and located consistent with § 117-3 of this chapter. Lettering for the name of the business shall be no less than one inch in height and shall be located upon the access door or in its immediate vicinity so as to identify the access door as belonging to that particular unit.

§ 117-5 Authority of Tax Assessor.

Numbers shall be in accordance with the numbers assigned to the properties by the Tax Assessor of the Borough of Netcong and as appear on the records on file in the Tax Assessor's office. The final authority for determination of numbers to be used upon any particular property shall be the Borough Tax Assessor.

§ 117-6 Issuance of certificate of occupancy or habitability conditioned upon proper display of assigned number.

No certificate of occupancy or habitability shall be issued for any dwelling, store or other building hereafter erected, enlarged or occupied, unless the provisions of this chapter shall have been complied with. Temporary house numbering must be posted immediately upon issuance of a building permit.

§ 117-7 Notice to correct improper numbering.

The owner of an dwelling, store or other building incorrectly or improperly or insufficiently numbered shall be notified in writing by the Construction Code Official, Tax Assessor, Zoning Officer or such other person so designated by the Borough Council to change or replace such incorrect or improper number, or to affix a number where one is lacking, within 10 days after the date of such notice.

§ 117-8 Application for correct number.

Upon application by the owner of any property in the Borough to the Tax Assessor, the Tax Assessor shall furnish such owner with the correct number of such property.

§ 117-9 Assignment of numbers resulting from subdivision of land.

Upon any subdivision of land in the Borough resulting in lots other than those numbered on the tax assessment maps on record, the Tax Assessor shall, within 30 days after final approval thereof, assign a number to each lot resulting from the subdivision or resubdivision, which shall be in proper numerical sequence in relation to the numbers assigned to other lots fronting on the same street, and the number shall be recorded upon the tax and assessment map and provided to the owner of the property.

§ 117-10 Enforcement.

The provisions of this chapter shall be enforced by the Netcong Borough Police Department, the Construction Code Official, the Zoning Officer and any other enforcement agency or individual designated by the Borough Council.

§ 117-11 Violations and penalties.

Any person, firm, or corporation violating any of the provisions of this chapter shall be subject to such penalties as are provided for in Article I of Chapter 1 of the Code of the Borough of Netcong.
