The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing, or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute, or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule 1 (§ 268-18), attached to and made a part of this chapter.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule 9 (§ 268-25.1) attached to and made part of this chapter, without having displayed in any vehicle so parked a valid permit issued by the Borough of Netcong in the manner required by the permit. Permits shall be limited to those persons residing in a dwelling located on any affected street upon application provided to the Borough of Netcong Police Department and providing the following information: the person’s current address as may be established by a driver’s license, utility bill, check stub, or similar document, verifying residence upon an affected street; a valid New Jersey Motor Vehicle Registration verifying the address of the registered owner of a vehicle being parked upon an affected street (if not a vehicle privately owned by a resident, a letter from the vehicle’s owner that the vehicle is permitted to be used by a resident of an address upon an affected street); and the applicant’s telephone number. For each dwelling located on any affected street a maximum of four permits shall be issued. All parking permits shall be valid for one year from the date of issuance. All registered owners of vehicles displaying a parking permit shall be liable to comply with all other parking restrictions of the Borough of Netcong, including Winter parking at § 268-9 and Emergency parking at § 268-10. Any effected street as described in Schedule 9 (§ 268-25.1) shall be designated as a tow-away zone and any vehicle parked in violation of this section may be towed at the owner’s expense.

No person shall stop or stand a vehicle at any time upon any of the streets or parts thereof described in Schedule 8 (§ 268-25), attached to and made a part of this chapter.

Excepting emergency vehicles, no operator shall park, stop or stand a motor vehicle in any signed or striped area demarked as a fire lane. In addition to fire lanes heretofore and hereafter established by site plan or other approval, fire lanes of thirty-foot width and variable distance are established at:
A. 
Arbolino Park park and ride from the terminus of parking area pavement to the shore of Lake Musconetcong;
B. 
From the terminus of Lake Street to the shore of Lake Musconetcong; and
C. 
From the terminus of Water Street to the shore of Lake Musconetcong.
No person shall park a vehicle for longer than the time limit shown in Schedule 2 (§ 268-19) at any time between the hours listed in said Schedule 2 (§ 268-19) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule 2 (§ 268-19), attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule 3 (§ 268-20) upon any of the streets or parts of streets described in Schedule 3 (§ 268-20), attached to and made a part of this chapter.
No person shall park a vehicle on school days between the hours listed in Schedule 4 (§ 268-21) upon any of the streets or parts of streets described in said Schedule 4 (§ 268-21), attached to and made a part of this chapter.
No person shall park a vehicle on school days for longer than the time limit shown in Schedule 5 (§ 268-22) at any time between the hours listed in said Schedule 5 (§ 268-22) upon any of the streets or parts of streets described in Schedule 5 (§ 268-22), attached to and made a part of this chapter.
No person shall park a vehicle on any of the streets within the Borough of Netcong from 12:00 midnight to 6:00 a.m. from November 1 of each year to March 31 of the following year, notwithstanding any of the other provisions of this chapter.
