A. 
The advisory board shall be known as the "Economic Development Committee (EDC)" for the Borough of Palmyra.
B. 
The Committee shall consist of seven voting members and a secretary who shall not vote. This number will exclude the three members of Council who will direct the activities of the Committee but will not have voting power on the EDC.
C. 
Appointments to the Committee shall be made by the Mayor, with the advice and consent of Council. Initial appointments shall consist of three one-year terms, three two-year terms and one three-year term. Thereafter all appointments shall be for three-year terms. The Mayor will, with the advice of Council, select the Chairperson of the Committee each year.
D. 
The Committee will notify the Mayor of any appointee who misses four consecutive meetings, and the Mayor shall then make another appointment at the next public Council meeting to complete the balance of the term.
E. 
To be eligible to serve on the EDC, a person must be at least 18 years of age and reside in the Borough, work in the Borough or have a place of business in the Borough of Palmyra.
F. 
The Mayor, with the advice and consent of Council, may appoint up to two alternate members. Alternate members shall be designated by the Mayor at the time of their appointment as Alternate No. 1 and Alternate No. 2. The terms of the alternate members shall be for two years and shall commence from July of the year of their appointment. Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.

A. 
The EDC shall be strictly an advisory committee and shall perform the functions and exercise the powers hereafter enumerated.
B. 
The EDC will develop ways and means of promoting the Borough of Palmyra's economic development and attracting industry, business, and other potential economic interests and forward the same to the Borough Council for consideration.
C. 
The EDC shall not exercise any power of condemnation or eminent domain and shall not be authorized to pledge the credit of the Borough of Palmyra or to create any debt against it or in any manner act as the agent of said Borough of Palmyra.
D. 
The EDC shall identify vacant commercial and industrial sites according to their adaptability for the settlement thereon of various types of commercial and industrial enterprises.
E. 
The EDC shall make an annual report to the Mayor and Council at the first meeting in December and shall make available the minutes of the monthly meetings to the Mayor and Council in a timely manner each month. The EDC shall also mail the previous month's minutes along with the agenda to each EDC member prior to the monthly meeting.
F. 
The EDC shall work with appointed professionals on issues related to economic development. The EDC shall work with other local municipalities and county, state, and federal agencies to seek and obtain information about the availability of viable economic development opportunities and programs.
G. 
The EDC shall assist in promoting cultural diversity and educational programs for the benefit of Palmyra's citizens and businesses.
H. 
The EDC shall work diligently toward the beautification and vitality of the downtown and business areas of the Borough.
