Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.

The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-139.4, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, below.

In accordance with the provisions of § 90-4:

No person shall park a boat, boat trailer or camper on a public street between the hours of 9:00 p.m. to 7:00 a.m. This prohibition shall apply to all days, including Sundays and public holidays.
(2)
No person shall park in excess of one recreational vehicle on private property between the hours of 9:00 p.m. to 7:00 a.m. in any area of the Borough which is zoned residential or business.
(3)
No person shall park a truck licensed for a total combined gross weight of vehicle plus load in excess of four tons on private property in any area of the Borough which is zoned residential.[1]

No. 2012-35), any owner of a car that is registered at an address located on the 600 block of Morgan Avenue may avoid the two-hour limitation on parking by applying for and receiving a resident parking permit with a sticker affixed to the vehicle.
The locations described in Schedule V, below, are hereby designated as angle parking areas in which all vehicles shall be parked at a forty-five-degree angle.

The vehicles permitted to park in this area shall be properly identified and/or those parking space(s) shall be properly identified as reserved parking for use by the identified Borough official(s) only.

Whenever snow has fallen and the accumulation is such that any roadway or street is covered by snow, an emergency exists and all vehicles, trailers, storage containers or other items (collectively referred to as "vehicles") shall be removed as follows:
(1) 
If the roadway or street is covered by snow during the daylight hours, the time limit for the removal of the vehicles is two hours from the time that the roadway is covered.
(2) 
If the roadway or street is covered by snow during the night, the time limit for the removal of vehicles is 7:00 a.m. of that day.
B. 
The below-indicated parking restrictions shall remain in effect after the snow has ceased and until the roadways have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

Any unoccupied vehicle parked or standing in violation shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
D. 
The effectiveness of this section is contingent upon signs being erected as required by law.

A. 
It shall be unlawful to park a motor vehicle on the side of any street which has been posted for street sweeping during the period or time that the street sweeping operations are posted to occur.
B. 
Posting of notice of street sweeping. The side of any street designated for street sweeping services shall be posted by the Borough of Palmyra with notices setting forth the date upon which the street sweeping service is to be conducted and indicating that it shall be unlawful to park a motor vehicle along the side of said street during the period designated for street sweeping services. Any such notice must be posted by the Borough of Palmyra no later than 48 hours prior to the commencement of the proposed street sweeping service.

Pursuant to N.J.S.A. 40:67-16.1, the streets or parts of streets as described in Schedule VII, below, are hereby designated as routes for trucks over four tons gross weight. A. 
Definition of "trailer." For purposes of this section:
TRAILER
Any vehicle without mode of power designed or used for carrying, hauling or transporting any boat, watercraft, vehicle, equipment or other items that is required to be, or is capable of being pulled, towed or drawn by another vehicle.
B. 
No person shall park, store, or permit the parking or storage of any trailer (attached or detached) of any type or description, regardless of whether such trailer is licensed and/or registered, and regardless of whether a boat, watercraft, vehicle, equipment, or other item is or is not currently located on the trailer, on any municipal, state, or county roadway in the Borough of Palmyra between the hours of 9:00 p.m. and 7:00 a.m.
C. 
Signs shall be posted at one or more entrances to the Borough notifying residents of this prohibition.
D. 
Violations. Each day, or part of a day, that a trailer is parked in violation of this section shall be considered a separate violation.
E. 
Penalty. In addition to the penalties imposed upon conviction as specified in § 90-21 of this Chapter 90, the Borough, at its option may arrange for the towing of the trailer off of the public street, with the cost of any towing or storage fee to be paid by the owner of the trailer. If the trailer is incapable of being towed for any reason, including, but not limited to, the trailer being attached to a motor vehicle that prevents the trailer from being towed, the owner shall pay a fine in the amount of $300 for each violation.

No person shall park a truck weighing more than four tons between the hours specified in Schedule XXIII upon any of the streets or parts of streets described in said Schedule XXIII, below.

In accordance with the provisions of § 90-20.2, no person shall park a truck having a total combined registered gross weight of vehicle plus load in excess of four tons on either side of any street or parts of streets at any time within the Borough except as permitted by applicable law on the designated truck routes set forth in Schedule VII[1] between the hours of 7:00 a.m. to 6:00 p.m.

A. 
No person or persons shall obstruct, interfere with or impede, directly or indirectly, vehicular traffic upon any street or public right-of-way in the Borough of Palmyra.
B. 
Violations and penalties. Any person who violates any of the above provisions shall, upon conviction thereof, be punishable by a fine not exceeding $1,000 or by imprisonment not exceeding 90 days, or by both such fine and imprisonment, in the discretion of the court.

A. 
WaWa at Cinnaminson Avenue and Broad Street. The traffic and parking regulations set forth in the preliminary and final site plans dated June 18, 1998, last revised April 21, 1999, of the WaWa located at Cinnaminson Avenue and Broad Street shall be enforced by the Borough of Palmyra pursuant to the terms and provisions of N.J.S.A. 39:1-1 et seq.

A. 
Parking violations. Any person violating the parking prohibitions in this chapter shall be subject to a fine of $25 for each offense.
B. 
Other violations. Unless another penalty is expressly provided in this chapter or in the New Jersey statutes, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
C. 
The above-suggested penalty form is in conformance with N.J.S.A. 39:4-203 and should be used as a uniform standard throughout the state.
If any part or parts of this chapter are for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this chapter.
All former traffic ordinances of the Borough of Palmyra are hereby repealed, and all ordinances or parts of ordinances in conflict with or inconsistent with the provisions of this chapter are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter. This chapter shall not, however, repeal Chapter 267, Vehicles, Motor-Driven, of the Code of the Borough of Palmyra, which shall remain in full force and effect.
This chapter may be known and cited as the "Vehicle and Traffic Ordinance."
