The City of Somers Point shall indemnify municipal employees and officials
for all claims, including defense costs, if the employee establishes that
the act or omission upon which the claim and judgment were based occurred
within the scope of his employment as an employee and/or official of the City
of Somers Point and the city fails to establish that he acted or failed to
act because of actual fraud, actual malice or willful misconduct.
This chapter shall be liberally construed.
