A. 
No person shall hereafter be given or accept a permanent appointment as a police officer in the City of Somers Point unless such person has successfully completed a police training course at a school approved and authorized by the Police Training Commission in the Department of Law and Public Safety of the State of New Jersey, pursuant to the provisions of Chapter 56 of the Laws of 1961.[1]

B. 
The City may hire as a police officer for an entry level law enforcement position an individual who has not taken a civil service examination, provided said individual has already successfully completed a full Basic Course for Police Officers training at a school approved and authorized by the New Jersey Police Training Commission. Nothing in this § 44-4B shall be interpreted or construed to require the City to fill an entry level law enforcement position with a candidate that has not completed a civil service examination.

C. 
An individual who otherwise would be eligible for hire as set forth in Subsection B, shall be precluded from being hired for said position if they are either a child, stepchild, sibling or step-sibling of a City Council member, or if their parent, stepparent, sibling or step-sibling is employed in any capacity by a City Council member or a business entity in which a City Council member holds an ownership interest of greater than 25% interest.

This Article shall not prohibit the giving or accepting of a probationary or temporary appointment as a police officer for a period not to exceed one year, to enable a person seeking a permanent appointment to complete a police training course as prescribed by the Police Training Commission.
No person shall be permitted to take a police training course unless he holds a probationary or temporary appointment as a police officer in the City of Somers Point, and such appointee shall be entitled to a leave of absence with pay during the period of the police training course.
