An Assessment Board is hereby created for the making of special assessments for benefits accruing to lands and real estate and to otherwise act in accordance with law in connection with local improvements within the Township of Wyckoff, Bergen County, New Jersey.
The said Assessment Board provided for in § 9-1 shall consist of three Assessment Commissioners appointed annually by the Wyckoff Township Committee, and hereafter said Assessment Commissioners shall make and levy all special assessments for local improvements within the Township of Wyckoff.
A majority of the Assessment Commissioners shall constitute a quorum for the transaction of business and shall be sufficient to make any assessment. One of said Commissioners shall have power to adjourn any hearing, and any hearing may be adjourned from time to time. The said Assessment Commissioners shall have such powers as are provided by law and in particular shall act pursuant to N.J.S.A. 40:56-1 et seq.
All special assessments made or levied pursuant to this chapter for any local improvement shall in each case be, as nearly as may be, in proportion to and not in excess of the peculiar benefit, advantage or increase in value which the respective lots and parcels of real estate shall be deemed to have received by reason of such improvement.
