On completion of construction all new facilities
shall be tested by the Borough or its appointed representative. All
gravity sewer mains shall be tested using the low pressure fill test
method from the exit of the building to the test tee. All special
facility components shall be tested as specified by the Borough or
Engineer.
Any necessary variations to the final sewer
extension plans must be listed and three copies containing the aforementioned
information shall be submitted to the Borough. Sewer extensions not
being a part of a development require one set of reproducible plans
showing relative position and depth of all lines from the building
to the main or lateral that the extension will be attached.
Upon the completion of testing the Borough shall
certify that construction is complete and that all specifications
have been met in accordance with the provisions of this chapter and
recommend that the new facilities be accepted to the sewer system.
All fees required by the Borough shall be paid prior to acceptance.
At such time as the Borough certifies a new
facility, the developer shall deed all sewer mains and laterals or
other nonprivate facilities to the Borough. The developer shall receive
a sum of $1 for title to the facilities. These facilities shall become
a part of the system at such time as the Borough accepts the dedication
of the facilities to the Borough. Any costs of preparation and recording
of deeds shall be paid by the developer. At no time shall dedication
be considered until the developer has restored and paved all roads
or trafficways affected by the facility construction.
