Pursuant to the provisions and authority of the Monroeville Home Rule Charter, as amended, the Municipal Council does hereby create and establish the Greater Monroeville Convention and Visitors Bureau Interim Board for the Municipality, consisting of seven voting members to be appointed by the Council plus one ex-officio member of Monroeville Municipal Council.
A. 
The Board shall be vested with all and full powers and authority as delegated to it under the Home Rule Charter of the Municipality and the Second Class County Code[1] and with the right to have full and complete control over the operation and conduct of the efforts of the Municipality to plan and promote programs designated to stimulate and increase the volume of tourism and visitor and vacation business in Monroeville.

B. 
The Board shall annually, in January of each calendar year, publish a report which includes all of the accomplishments of the previous year and a summary of projects for the upcoming year, which report shall be submitted to the Municipality of Monroeville and kept on file at the Convention and Visitors Bureau.
A. 
The Board shall be appointed pursuant to Article XVIII, § C-104, of the Home Rule Charter and serve for an interim period from the date of appointment until a permanent Board can be seated, or until February 10, 2009.
B. 
The seven-member Voting Board may be made up of individuals from the following entities:

(1) 
Four members to be chosen from the major hotel and motel facilities in Monroeville; and
(2) 
One member to be from a current sport or athletic attraction or endeavor; and
(3) 
One member to be a current restaurateur or manager of a restaurant; and
(4) 
One member selected between the current members of the Pennsylvania General Assembly serving the Municipality of Monroeville. Said Legislature Officer shall not be subject to term limits; and
(5) 
In lieu of naming a member from Subsection B(1) through (4), a member may be selected from a major health care provider located in the Municipality; and
(6) 
A second ex officio member shall be selected from the membership of the Monroeville Chamber of Commerce; and
(7) 
No member of the Board can be a paid employee of the Board.
A. 
The Board, immediately following its appointment, shall meet and elect its own Chairman, Vice Chairman, Secretary and Treasurer who shall serve for a period of one year. The Treasurer will be appointed from the member appointed from the major banking institution.
B. 
The Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction. The Board shall meet annually thereafter for the purpose of electing a Chairman and Secretary to serve for the ensuing year and shall meet otherwise as directed to their rules and regulations. The Board shall have the authority to select an attorney to represent it and any and all other personnel as may be necessary or needed, to serve for periods as shall be permitted by the rules and regulations of the Board.
The Board is authorized and empowered to receive and expend such sums as may, from time to time, be appropriated to it by the Municipality, and by the Commonwealth of Pennsylvania, or any of its departments or agencies, and to receive and utilize for the purposes for which it is created, and sum or sums of money or any property which may come to it from any source whatsoever.
The Municipality is authorized to appropriate, set aside and pay over to the Board, from time to time, such sum or sums as it shall receive pursuant to Act 252 of 1982, as amended, and from the amount set up and designated in its annual budget, for such purposes, and shall annually, in its budget, appropriate, set up and allocate reasonable sums for the Greater Monroeville Convention and Visitors Bureau Board's activities.
The Municipality of Monroeville shall pay any and all interim bills and expenses on behalf of the interim Monroeville Convention and Visitors Board pending its formation and start-up. The Board shall thereafter, upon formation, reimburse the Municipality of Monroeville for all payments and expenses made on behalf of the Board.

A. 
Any Board member who is absent without prior excuse of the Board for four consecutive Board meetings shall have said seat declared vacant by the Municipal Council at any public meeting of the Council.
B. 
The Municipal Council can fill said vacancy without further notice to the Board member at any future public meeting.
