The Administrator of the Borough of Crafton, being the Borough Manager
or Borough Secretary, and/or Police Chief of the Borough of Crafton is hereby
authorized to offer an award of up to $250 for information leading to the
arrest and conviction of any individuals committing a crime of vandalism,
including graffiti, and illegal drug activity within the boundaries of Crafton
Borough.
A.
Any individual who pleads guilty or is convicted of such crime
or vandalism occurring within the boundaries of the Borough of Crafton, in
which the Borough is obligated to pay a reward of up to $250 to an individual
or individuals who provided information which led to the arrest and conviction
of the criminal, shall be responsible and obligated to reimburse the Borough
of Crafton for the aforesaid reward money.
B.
In the event the individual or individuals who plead guilty or
are convicted of such crime which occurred within the limits of the Borough
of Crafton do not reimburse the Borough for any reward money as set forth
in the previous paragraphs of this article, the Borough of Crafton’s
Borough Manager or Borough Secretary and/or Police Chief are specifically
authorized to file an action at the local District Justice’s office
or the Court of Common Pleas of Allegheny County to collect any reward money
paid by the Borough of Crafton which led to the arrest and conviction and/or
guilty plea of said individuals.

A.
Offense defined. A person commits a summary offense if,
with intent to cause public inconvenience, annoyance or alarm, or recklessly
creating a risk thereof, he or she:

PUBLIC
Definition. As used in this section, the following term
shall have the meaning indicated:
Affecting or likely to affect persons in a place to which the public
or a substantial group has access; among the places included are highways,
transport facilities, schools, prisons, apartment houses, places of business
or amusement, any neighborhood, or any premises which are open to the public.
A person commits a summary offense where three or more persons are participating
in a course of disorderly conduct which causes or may reasonably be expected
to cause substantial harm or serious inconvenience, annoyance or alarm, and
a peace officer or other public servant engaged in executing or enforcing
the law orders the participants and others in the immediate vicinity to disperse,
and the person fails to do so.
A person commits a summary offense if he or she appears in any public
place manifestly under the influence of alcohol or a controlled substance,
as defined in the Controlled Substance, Drug, Device and Cosmetic Act, 35
P.S. § 780-101 et seq., as amended, except those taken pursuant
to the lawful order of a practitioner, as defined in the Controlled Substance,
Drug, Device and Cosmetic Act, as amended, to the degree that he or she may
endanger himself or herself or other persons or property, or annoy persons
in his or her vicinity.
A.
Offense defined. A person commits a summary offense if
he or she, being less than 21 years of age, attempts to purchase, purchases,
consumes, possesses or knowingly and intentionally transports any liquor or
malt or brewed beverages. For the purposes of this section, it shall not be
a defense that the liquor or malt or brewed beverage was consumed in a jurisdiction
other than the Borough.
B.
Malt or brewed beverages shall mean any beer, lager beer,
ale, porter or similar fermented malt beverage containing 0.50% or more of
alcohol by volume, by whatever name such beverage may be called.
A.
Offense defined. A person commits a summary offense if
he or she, being under 21 years of age, possesses an identification card falsely
identifying that person by name, age, date of birth or photograph as being
21 years of age or older or obtains or attempts to obtain liquor or malt or
brewed beverages by using the identification card of another or by using an
identification card that has not been lawfully issued to or in the name of
that person who possesses the card.
A.
Offense defined. A person commits a summary offense if
he or she, being under the age of 21 years, knowingly and falsely represents
himself or herself to be 21 years of age or older to any licensed dealer,
distributor or other person, for the purpose of procuring or having furnished
to him or her any liquor or malt or brewed beverages.
A person commits a summary offense when, with intent to harass, annoy
or alarm another, the person:

Any person, firm or corporation who violates a provision of this
article, or who fails to comply therewith, or with any of the requirements
thereof, shall be, upon conviction thereof, sentenced to pay a fine of not
less than $100 nor more than $600 for each violation, plus costs, and, in
default of payment of said fine and costs, to imprisonment to the extent permitted
by law for the punishment of summary offenses.
B.
A separate offense shall arise for each day or portion thereof
in which a violation is found to exist or for each section of this article
found to have been violated. All fines and penalties for the violation of
this article shall be paid to the Borough Treasurer.
C.
The Borough may also commence appropriate actions in equity,
at law or other to prevent, restrain, correct, enjoin, or abate violations
of this article.
