As used in this chapter, the following terms shall have the meanings indicated:
ACTIVE VOLUNTEER
Any person who currently serves in one or more of the volunteer organizations as defined below without compensation.
VOLUNTEER IDENTIFICATION CARD
A photo identification card to be issued to all active volunteers upon certification of membership in one or more of the local volunteer organizations.
VOLUNTEER ORGANIZATIONS
The following organizations, which serve the residents of the Township of Toms River without compensation, and their auxiliaries, if any: East Dover First Aid, Dover/Brick First Aid, Ortley Beach First Aid, Toms River First Aid, Pleasant Plains First Aid, Silverton First Aid, East Dover Fire Company, Ocean Beach Fire Company, Pleasant Plains Fire Company, Toms River No. 1 Fire Company, Toms River No. 2 Fire Company, Silverton Fire Company and Toms River Township Auxiliary Police, Community Emergency Response Team.

The director of each volunteer organization and its auxiliary, if any, in the Township of Toms River or his or her designee shall annually certify a list of active members and their addresses in his or her organization to the Director of Parks, Recreation and Public Lands by January 31 of the year in question, after the first year. Each person so certified shall, upon application, receive a volunteer identification card at no charge, which will be valid for the calendar year of issue. The volunteer identification card may be renewed for subsequent years, but only if that person continues to be certified as an active volunteer as defined in § 152-1.
Volunteer identification card holders shall have the following rights and privileges:
A. 
Free access to all beaches within the Township of Toms River.
B. 
Free access to the municipal swimming pool on weekdays, excluding holidays.
C. 
Reduced greens' fee at the Bey Lea Golf Course (the applicable senior rate) on weekdays, excluding holidays.
D. 
Use of the Township tennis courts at no charge with the volunteer identification card, taking the place of the Township recreation identification card.
E. 
Use of indoor recreational facilities at no charge with the volunteer identification card, taking the place of the Township recreation identification card.
F. 
Use of Winding River Skating Center for public skating at no charge with the volunteer identification card, taking the place of the Township recreation identification card.

A. 
For the purpose of hosting a charity event, each volunteer organization shall be entitled to waiver of fees at one of the following Township facilities, once per annum:
(1) 
Toms River Township beaches.
(2) 
Municipal swimming pool on weekdays, excluding holidays.
(3) 
Bey Lea Golf Course on weekdays, excluding holidays.
(4) 
Township tennis courts.
(5) 
Township indoor recreational facilities.
(6) 
Winding River Ice Rink.
B. 
Scheduling of any such events shall be subject to availability of the facilities.
