[HISTORY: Adopted by the Board of Trustees of the Village of Great Neck Plaza 10-17-1990 by L.L. No. 11-1990. Amendments noted where applicable.]
The Board of Trustees hereby finds that it is necessary, in order to further public health, safety and welfare, to regulate the hours when it is permissible within the village to use gasoline-, electric- or battery-powered street sweepers, leaf blowers, lawn mowers, power saws and like equipment.
A. 
This chapter shall apply in the residential zoning districts of the village and all other areas, streets and sidewalks in the village which are adjacent (i.e., within 50 feet) of any such residential district or of any residential structure.
B. 
The use of gasoline-, electric- or battery-powered street sweepers, leaf blowers, lawn mowers, power saws and like equipment shall be restricted within the village to the following hours:
(1) 
8 a.m. to 6 p.m. on weekdays.
(2) 
9 a.m. to 5 p.m. on Saturdays.
(3) 
10 a.m. to 4 p.m. on Sundays and legal, state or federal holidays.
C. 
This chapter shall not apply to gasoline-, electric- or battery-powered snow blowers or snow-removal equipment.
D. 
This chapter shall not apply to the use of any of the equipment described herein by the village itself, or the village's employees or agents.
E. 
Notwithstanding any other provision of this section, no person shall cause or permit the operation of any gasoline- or diesel-powered leaf blower equipment at any time during the period each year from July 1 to and including the day after Labor Day within the areas of the village designated in § 161-2A.

Any violation of this chapter shall be punishable against the operator of the equipment committing the violation and/or against the owner of the property on which said violation occurs by a fine of not more than $250, or by imprisonment for a period not exceeding 15 days for each such violation, or by both such fine and imprisonment.
Local Law No. 7 of 1986 of the village is hereby repealed.
