[HISTORY: Adopted by the Town Board of the Town of Haverstraw 7-26-1999 by L.L. No. 9-1999. Amendments noted where applicable.]
A Committee is hereby established which shall be known and designated as the "Town of Haverstraw Youth and Recreation Committee."
Such Committee shall consist of at least 12 but not more than 20 members, all residents of the Town of Haverstraw, and 1/2 of the members of said Committee shall at the time of appointment be at least 21 years of age and the other members shall be at least 14 years of age, but not more than 21 years of age. A Chairman shall be designated by a majority vote of the Town Board. The term of the Chairman shall be one year.
The members of the Committee will be appointed by the Town Board for a period of one year and shall be eligible for reappointment.
Members of the Committee shall receive the following compensation: the Members of the Committee shall be paid $100 per meeting, except that the Chairman shall receive $150 per meeting. The Chairman has the responsibility of submitting a request for payment to the Town Board on behalf of the Committee subsequent to a meeting of the Committee.
Vacancies in such Committee occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
The Youth Committee shall meet monthly to research and study the needs and problems of youth in the Town of Haverstraw, develop plans and programs to be run by the Town of Haverstraw, implement programs in conjunction with the County of Rockland, evaluate programs to determine effectiveness and coordinate the effective and efficient disbursement of aid received by the Town of Haverstraw.
The Youth Committee is to report directly to the Town Board all of its findings and recommendations and, in conjunction with the Town Board, request assistance from the various youth agencies in Rockland County and New York State to establish and implement youth programs.
