A. 
The Development and Planning Department shall be responsible for administering the provisions of Article III, and for notifying the following entities in the event that new address (street names or property numbers) are assigned or that existing addresses are changed: the City Assessor, Code Enforcement Officer, Director of Public Works, Police Chief and Fire Chief; the US Postal Service, all affected utility companies (gas, electric, telephone, TV cable), the County Planning Department, the property owner and property occupants (if different), and, if the address is a residence, the Board of Elections. Property owners having contracts with companies providing electronic security systems services shall be solely responsible for notification of the security firms of any change in address.

B. 
The Development and Planning Department shall produce and periodically update a City Street Map with street index identifying and locating all named public and private streets within the City.
The Code Enforcement Officer shall be responsible for enforcing the provisions of Articles IV and V which apply to private property owners.
