As used in this Code, and in all ordinances, the following terms shall have the meanings indicated, unless they are inconsistent with the manifest intent of the legislative body or the context clearly indicates otherwise:
BOARD OF SELECTMEN or SELECTMEN
The Board of Selectmen of the Town of Canton, Connecticut.
CHARTER
The Charter of the Town of Canton, as amended.
GENERAL STATUTES
The Connecticut General Statutes.
OATH
Includes an affirmation in all cases in which by law an affirmation may be substituted for an oath, and, in such cases, the words "swear" and "sworn" shall be equivalent to the words "affirm" and "affirmed."
OWNER
As applied to a building or land, includes any part owner, joint owner, tenant in common, joint tenant, or tenant by the entirety of the whole or of a part of such building or land.
PERSON
Includes and applies to associations, firms, partnerships, and bodies politic and corporate as well as to individuals.
PERSONAL PROPERTY
Includes every species of property except real property, as herein defined.
PROPERTY
Includes real and personal property.
PUBLIC PLACE
Includes any and all streets, highways, boulevards, alleys, or other publicly owned or controlled ways and any and all publicly owned or controlled sidewalks, parks, squares, spaces, grounds, and buildings.
REAL PROPERTY
Includes lands, tenements, and hereditaments.
SIDEWALK
Any paved portion of a street between the curbline and the adjacent property line, intended for the use of pedestrians.
STATE, THE STATE or THIS STATE
The State of Connecticut.
STREET
Includes streets, avenues, boulevards, highways, roads, alleys, lanes, viaducts, bridges and approaches thereto, and all other public thoroughfares over which the Town or the state exercises jurisdiction, except as otherwise defined or construed by the provisions of this Code or regulations adopted pursuant thereto.
TENANT or OCCUPANT
As applied to a building or land, includes any person holding a written or oral lease of, or who occupies, the whole or a part of such building or land either alone or with others.
THIS CODE or THE CODE
The Code of Ordinances of the Town of Canton, as amended.
TOWN or THE TOWN
The Town of Canton, in the State of Connecticut.
In the construction of this Code, and of all ordinances, the following rules shall be observed, unless the context clearly indicates otherwise:
A. 
Computation of time. Whenever a notice is required to be given or an act is required to be done a certain length of time before any proceeding shall be had, the day on which such notice is given or such act is done shall be counted in computing the time, but the day on which such proceeding is to be had shall not be counted.
B. 
Construction of terms. Except as otherwise provided in this Code, words and phrases shall be construed according to the common usage of the language and according to the General Statutes; technical words and phrases, and such as have acquired a peculiar and appropriate meaning in the law, shall be construed and understood accordingly.
C. 
Delegation of authority. Whenever a provision in this Code requires the head of a department or an officer of the Town to do some act, it shall be construed to authorize the head of the department or officer to designate, delegate, and authorize subordinates to perform the required act unless the terms of the Code specify otherwise.
D. 
Gender. A word importing one gender only shall extend and be applied to the other gender as well as to firms, partnerships, and corporations.
E. 
Interpretation. In the interpretation and application of any provision of this Code, it shall be held to be the minimum requirements adopted for the promotion of the public health, safety, comfort, convenience, and general welfare. Where any provision of the Code imposes greater restrictions upon the subject matter than the general provisions imposed by the Code, the provision imposing the greater restriction or regulation shall be deemed to be controlling.
F. 
Joint authority. Unless the context clearly indicates otherwise, all words giving a joint authority to three or more persons or officers shall be construed as giving such authority to a majority of such persons or officers.
G. 
Number. A word importing the singular number only may extend and be applied to several persons and things as well as to one person and thing.
H. 
Shall; may. Wherever "shall" is used it shall be mandatory; wherever "may" is used it shall be permissive.
I. 
Tense. Words used in the past or present tense include the future as well as the past and present.
J. 
Titles of officers and employees. The title of any officer or employee used herein shall be construed as if the words "of the Town" followed it.
