[HISTORY: Adopted by the Town Board of the Town of Highlands 2-12-1974. Amendments noted where applicable.]
Pursuant to § 243 of the General Municipal Law of the State of New York a Town Recreation Commission is hereby established to be known as the "Highlands-Highland Falls Recreation Commission."
The Recreation Commission shall consist of six members.

Successors to the aforesaid members of the Commission shall be appointed in accordance with the provisions of § 243 of the General Municipal Law.
Annually, the Town Board of the Town of Highlands and the Board of Trustees of the Village of Highland Falls shall be entitled to appoint an ex officio member of said Commission who shall attend all meetings but who shall have no vote.
The Recreation Commission will annually submit its proposed budget to the Town Board for review and approval, such budget as approved to be a charge against the general fund or other general revenues of the town.
All payments and charges out of the Recreation Commission budget shall be paid by voucher to the town following regular town voucher procedures. All purchase orders of $100 or more must have prior approval of the Town Board member in charge of recreation.

The Supervisor of the Town of Highlands is hereby authorized to execute on behalf of the Town Board and said Recreation Commission an agreement with the Village of Highland Falls, a copy of which is annexed to this chapter.[1]
