A. 
Purpose.
(1) 
The City of Bayfield, Bayfield County, Wisconsin, by and through its governing board, proposes to establish in the interest of the public and pursuant to § 30.11(3), Wis. Stats., a new bulkhead line along a part of the shore of the City of Bayfield, Bayfield County, as hereinafter described.
(2) 
The bulkhead line of that part of the shore of Lake Superior, hereinafter described and more particularly shown by the map, on file with the City Clerk, is established and determined as set forth in the following description and the map incorporated by reference, subject to the approval of the Department of Natural Resources.
(3) 
The bulkhead line is declared to be in the public interest because it is necessary to maintain the integrity of the now existing facility and it is in the interest of Lake Superior that this facility be continually improved and not allowed to deteriorate.
B. 
Bulkhead description. A bulkhead line located in Government Lot 3, Section 13, T5ON, R4W, City of Bayfield, Bayfield County, Wisconsin. Commencing at the quarter corner common to Sections and 13, T5ON, R4W; thence due west 1382.41'; thence due South 3219.60'; to the Northwest corner of Block 118 of the recorded plat of the City of Bayfield, Wisconsin; thence due South 10.65'; thence N73°17'42"E 4.68' to a 1" x 36" iron rod located at the ordinary high water mark of 602.00' (I.G.L.D.) which is the point of beginning of said bulkhead line; thence S00°41'28"W 90.14'; thence S00°56'08"W 104.71'; thence S00°13'18"E 53.20'; thence S10°27'08"W 75.08'; thence N87°07'01"E 26.17'; thence S80°22'29"E 85.06'; thence N01°51'38"E 73.77'; thence N00°27'56"E 144.44'; thence N00°16'08"E 30.52' to a 1" x 36" iron rod located at the ordinary high water mark of 602.00' (I.G.L.D.) which is the end of said bulkhead line; thence N51°21'47"W 139.82' to the point of beginning. Said bulkhead line encompasses .72 acres; all bearings are true solar bearings. Said bulkhead line is subject to all restrictions and easements of record.

The bulkhead line is declared to be in the public interest because as a ferry dock terminal, consisting of vehicle boarding ramps and passenger terminal facilities, it is in the interest of the public that this facility be continually improved and not allowed to deteriorate.
B. 
Description; herring shed bulkhead line. A bulkhead line located in Block 71 of the Original Plat of the City of Bayfield, Bayfield County, Wisconsin, described as follows:
To locate the Point of Beginning, commence at the NW corner of said Block 71, which is marked by a 1 1/4 inch iron pipe, and run South, 162.06 feet along the Easterly right-of-way line of Front Street to a 1 1/4 inch iron pipe. Thence leaving said Easterly right-of-way line, S 80° 50'41"E, 27.49 feet to a 2" iron pipe, which is the Point of Beginning.
Thence from said Point of Beginning by metes and bounds:
Continue S 80° 50'41"E, 195.00 feet;
Thence N 13° 48'14"E, 150.98 feet;
Thence N 89° 48'00"E, 106.97 feet, parallel with the Southerly right-of-way line of Washington Avenue;
Thence N 00° 12'00"W, 51.74 feet to the extension of said Southerly right-of-way line;
Thence S 89° 48'00"W, 89.00 feet to a 2" iron pipe at the terminus of said bulkhead line;
Thence S 55° 48'08"W, 297.81 feet to the Point of Beginning.
Bearings are based on the Easterly right-of-way line of Front Street being assumed to bear North.
