As used in this article, the following terms
shall have the meanings indicated:
The act of inhaling, exhaling, burning, vaping or carrying
any lighted cigarette, cigar, pipe, cannabis, plant or other combustible
substance in any manner or in any form, including but not limited
to tobacco or other similar products.

The City does hereby specifically prohibit any smoking or vaping
of all types and of any substance including but not limited to tobacco
and cannabis on any recreational field or in any park, including but
not limited to the Linwood Bicycle Path, owned by the City.
This article shall be enforced by any member
of the Linwood Police Department.
A violation of this article shall be punishable
for a first offense with a fine not to exceed $50, or by community
service of not more than two days; for a second offense within the
same calendar year, punishable by a fine of not more than $100, or
by community service of not less than five days; and for a third offense
within the same calendar year, be punishable by a fine of not less
than $200, or by community service of not less than 10 days or any
combination of fine and community service as determined in the sole
discretion of the Municipal Court Judge.
