Intent:
A. 
To conform with the intent of the 1994 voter referendum in which the voters overwhelmingly approved that there should be no expansion of gambling without voter approval.
B. 
To prohibit recent nonapproved and nonlegislated actions by the State Lottery Commission that ignored the voters' wishes by taking actions to expand gaming on cable television without first obtaining voter approval.
The expansion or introduction of gambling in any form without voter approval by referendum is prohibited.
