No person shall engage in the business or trade of parking motor vehicles for a fee unless first duly licensed by the Town Council.
The license required by the provisions of this article shall be issued subject to such terms and conditions as may be prescribed by the Town Council.
All licenses granted under the provisions of this article shall expire on the first day of April next succeeding the date of such license.
Before the issuance of any license under the provisions of this article, a fee shall be paid to the Town Clerk. The fee for a license to operate a parking lot shall be set from time to time by the Council and is on file in the Town Clerk's office. No rebate shall be made from the license fee for any license term less than one year.
Every person maintaining or conducting an automobile parking lot within the Town shall maintain at each entrance to such parking lot a permanently affixed sign suitable to appraise persons using such parking lot with the information set out in this article.
The name of the owner of the parking lot, the hours of the day or night during which the lot is open for storing motor vehicles, the rates charged for parking and the closing hour of such lot must be shown on the sign required by this article.
Where more than one rate is charged for parking, the figures for each rate shall be of the same size and dimensions, and such figures shall measure not less than six inches in height. The letters and figures indicating the closing hours shall be not less than six inches in height.
Every person in the business of parking motor vehicles in automobile parking lots shall take out a blanket insurance by the terms of which any motor vehicle owner whose motor vehicle has been left in any such parking lot in the event of theft or damage to the same may be recompensed from such insurance for such theft or damages.
As used in this article, the following terms shall have the meanings indicated:
AUTOMOBILE PARKING LOT
Any lot, plat, piece or parcel of land used for the purpose of storing or parking motor vehicles where the owners or persons storing or parking such vehicles are charged a fee therefor.
Every person engaged in the business of parking motor vehicles within the Town shall report to the Police Department of the Town within eight hours thereafter any motor vehicles left on the premises for more than 24 hours continuously, giving the registration number of such motor vehicle and any other information which the Police Department may require.
Any person violating any of the provisions of this article shall, upon conviction, be punished in accordance with Chapter 1, General Provisions, Article II, General Penalty, of the Code of the Town of Lincoln.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
PARKING LOT
Any outdoor space, plot, place, lot, parcel, yard or enclosure, or any portion thereof, where more than two motor vehicles may be parked, stored, serviced, housed or kept. “Parking lot” includes but is not limited to the driving and parking areas of drive-in restaurants, drive-in banks, shopping centers, gasoline service stations, grocery parking lots, factory parking lots, and all other parking lots used in connection with the operation of a business. Parking lot also includes Town-owned or -operated off-street parking lots.
PUBLIC PORTIONS OF A PARKING LOT
The parking areas and the ingress and egress to the parking lot areas designated by the parking lot owners or agent of the owner for off-street parking of automotive or other vehicles, driveways, sidewalks, malls, arcades, service areas and entranceways into stores and buildings.
SHOPPING CENTER
Any combination of retail stores and services contained within one or more buildings which are located on one or more parcels of land united to form a general shopping center site and upon which site there are located public areas for the nonexclusive use of members of the general public and occupants, visitors and customers of such retail stores and services.
It is hereby declared to be unlawful for any person on the public portions of a parking lot to needlessly race the motor of any motor vehicle, needlessly bring to a sudden start or stop any motor vehicle, blow any horn of any motor vehicle needlessly, engage in any race with another vehicle so as to create a nuisance or a disturbance which annoys any person or which endangers the life or safety of any person.
It is hereby declared to be unlawful for any person to consume alcoholic beverages upon any parking lot without the consent of the owner of the parking lot.
It is hereby declared to be unlawful for any one person, alone or in concert with others, to assemble or congregate on the public portion of a parking lot so as to create a nuisance or a disturbance which annoys any person or which endangers the life or safety of any person.
