Any Township board, committee, or commission position shall be deemed vacant, whenever the member, without being excused by a majority of the authorized members of such body, fails to attend and participate at meetings of such body for a period of six consecutive weeks, or for three consecutive regular meetings, whichever shall be of longer duration, at the conclusion of such period, provided that such body shall notify the Township Committee in writing of such determination; provided, further, that such board, committee, commission, authority or other agency may refuse to excuse only with respect to those failures to attend and participate which are not due to legitimate illness.[2]

A citizens advisory committee to be known as the "Design Review Committee," as heretofore created under § 18 of the Municipal Land Use Law of 1975 (N.J.S.A. 40:55D-27), shall be continued. Said Committee shall assist the Planning Board in its duties hereunder but without power to take official action required of the Planning Board. Said Committee shall consist of seven regular members and two alternate members who shall be appointed by and shall serve at the pleasure of the Mayor. Insofar as practicable, the membership of said Committee shall consist of registered architects, landscape architects, city planners or persons with similar professional training or experience. The Planning Board shall have the right to designate one of its members to provide liaison between said Committee and the Board, and such designee and the Township Engineer shall have the right to attend the meetings of said Committee and to participate in its deliberations but not the right to vote on Committee actions. In the event that a member of the Planning Board is appointed as a member of the Committee, such member shall have the right to vote on Committee actions and shall also serve as liaison to the Board. Any site plan involving a new building, addition to an existing building or change in the exterior design or appearance of an existing building shall be referred to the Design Review Committee for review and recommendation. The Design Review Committee shall render a report to the Planning Board within 30 days of receipt of the site plan.[2]

The Fire Prevention Bureau as heretofore created shall continue. The Fire Prevention Code shall be enforced by the Bureau of Fire Prevention. The Bureau of Fire Prevention shall consist of the three Chiefs and three First Assistant Chiefs of the Fire Departments in the three fire districts within the Township of Montville. One of the present Chiefs or any past Chief or Assistant Chief of the Montville Township Fire Prevention Bureau shall be elected by the Bureau each February by a majority vote to be head of the Bureau.

The Tree Protection Committee as heretofore established shall be continued. Said Committee shall consist of three members, one of which shall be the Construction Official. The Environmental Commission and the Planning Board shall also each appoint one of its members to the Tree Protection Committee. Said appointments shall be for the calendar year and shall expire on December 31 of the year of the appointment. The Tree Protection Committee may elect officers and shall maintain a record of its proceedings. A majority of the Committee may act upon any application in the absence of one of its members.

In addition to such offices and boards as are provided by this article, there shall be such advisory boards and committees as are otherwise constituted and empowered by the Charter or this chapter.[1]
