Rules and regulations for trash and recyclable collections by the Town of Highlands may be established by resolution of the Town Board. Such rules and regulations may be changed at any time and from time to time by resolution of the Town Board whenever, in the opinion of the Town Board, such change is in the best interest of the Town. Such rules and regulations shall be posted on the signboards maintained by the Town Clerk and published in a newspaper of general circulation in the Town or on the Town's website at such times as the Town Board determines.
A. 
The head of the Town of Highlands Sanitation Department or his designee may determine not to collect trash and recyclables placed curbside in violation of the rules and regulations adopted by the Town Board. When practicable, a courtesy notice shall be left stating the reason the items have not been picked up.
B. 
The Supervisor may order the suspension of a user's municipal collection service when, after due notice, the user has failed to comply with the rules and regulations for trash and recyclable collections by the Town of Highlands. Such suspension shall remain in effect until such time as the user complies with the rules and regulations.
The Town Board may, by resolution, establish fees for the municipal collection of trash and recyclables placed for curbside pickup in a manner which does not comply with the rules and regulations. Such fees shall be in addition to those established pursuant to § 160-13 of this chapter. Such additional fees may be changed at any time and from time to time by resolution of the Town Board whenever, in the opinion of the Town Board, such change is in the best interest of the Town. If unpaid, such additional fees in arrears as of 30 days prior to the last date prescribed by law for the annexation of the warrant to the assessment roll may be included with the annual tax levy, together with any interest or penalties thereon.
