By reason of the fact that permanent damage may be done to the public sewer system and to the homes in the Village of Superior, an emergency is hereby declared to exist and that this article is necessary for the preservation of public well-being, health and safety and shall take effect and be in force from and after its passage.

All residential and commercial buildings now located in the Village of Superior and all future residential and commercial buildings in the Village of Superior are required to install a check valve on their main where it enters the basement, to eliminate sewage backup. All present residential and commercial buildings shall have 90 days from the passage of this article to complete the installation of said check valve, and no further buildings for either residential or commercial uses shall be built without the installation of a check valve on the main where the same enters the basement of the building.
Any person violating the provisions of this article shall be punishable as provided in Chapter 1, § 1-4, General penalty, of this Code.
