As used in this chapter, the following terms
shall have the meanings indicated:
Any vehicle used for living, sleeping or business purposes,
by one or more persons, which is equipped with wheels or similar devices
used for the purpose of transporting said unit from place to place
or was manufactured with said wheels or devices whether it be self-propelled
or otherwise.
A.Â
It shall be unlawful for any person to park any trailer
on any street, road or avenue in the City of Salem in violation of
any ordinance of said city regulating parking of vehicles or for any
period longer than 24 hours. No trailer while parked within the limits
of the City of Salem on public or private property shall be used by
any person as a dwelling place, place of abode or sleeping place.
B.Â
It shall be unlawful for any person to park any trailer
on any premises within the limits of the City of Salem, except for
the purpose of repair, storage or sale. Any such trailer undergoing
repairs or being stored or kept for sale shall not, during any such
period of repairs, storage or holding for sale, be used by any person
as a dwelling or sleeping place.

Trailer parks, tourist camps, camp parks and
trailer parks are hereby prohibited within the limits of the City
of Salem; except, however, that trailers used during the course of
construction, when required by construction workers and watchmen,
may be permitted on the premises where construction work is being
done and only during said period of construction upon receipt of a
permit for such trailer from the City Construction Code Official.
Also excepted from this chapter is the use of trailers for governmental
purposes.

Any person violating this chapter shall, upon conviction, be
subject to a fine of not less than $100 nor more than $2,000; or imprisonment
in the county jail for a term not exceeding 90 days or by a period
of community service not exceeding 90 days. Any person who is convicted
of violating this chapter within one year of the date of a previous
violation of the same chapter and who was fined for the previous violation,
shall be sentenced by a court to an additional fine as a repeat offender.
The additional fine imposed by a court upon a person for a repeated
offense shall not be less than the minimum or exceed the maximum fine
fixed for a violation of the chapter, but shall be calculated separately
from the fine imposed for the violation of the chapter.
