[HISTORY: Adopted by the Borough Council
of the Borough of Upland 5-9-1989 by Ord. No. 1-1989 (Ch. 16A of the 1969

The Borough of Upland hereby designates and
establishes as drug-free school safety zones all areas surrounding
and within 1,000 feet from the boundaries of real property on which
are located the Main Street Elementary School, Our Lady of Charity
Elementary School, Upland Baptist Preschool and Children's Education
Center and of all other real property within the Borough of Upland
or extending into the Borough of Upland on which presently and/or
in the future is located a public, private or parochial school or
a college or university.

The area surrounding and within 1,000 feet from the
boundaries of the real property on which the Main Street Elementary
School is presently located is hereby indicated, identified and designated
on the attached plot plan, which is incorporated herein, is made a
part hereof and is marked Exhibit A.[1]

boundaries of the real property on which the Our Lady of Charity Elementary
School is presently located is hereby indicated, identified and designated
on the attached plot plan, which is incorporated herein, is made a
part hereof and is marked Exhibit B.[2]

boundaries of the real property on which the Upland Baptist Preschool
is presently located is hereby indicated, identified and designated
on the attached plot plan, which is incorporated herein, is made a

The area surrounding and within 1,000 feet from the
boundaries of the real property on which the Children's Education
Center is presently located is hereby indicated, identified and designated
on the attached plot plan, which is incorporated herein, is made a
part hereof and is marked Exhibit D.[4]

Following the enactment of this chapter, the Council
of the Borough of Upland may, by resolution, indicate, identify and/
or designate additional areas surrounding and within 1,000 feet from
the boundaries of additional real property within the Borough of Upland
on which presently and/or in the future is located a public, private
or parochial school or a college or university as drug-free school
safety zones.

The Manager/Secretary of the Borough of Upland,
as directed by the President of the Council thereof, is hereby authorized
to purchase maps, posters and/or photographs indicating, identifying
and/or depicting any and all areas within the Borough of Upland which
have been designated and established by the Council of the Borough
of Upland as drug-free school safety zones and to expend Borough funds
therefor.
The Borough of Upland, as directed by the President
of the Council thereof, shall provide to the office of the District
Attorney of Delaware County, to the Police Department of the Borough
of Upland, to the Juvenile Court authorities of the County of Delaware
and to such other municipal, county, local and state courts and local
and state law enforcement agencies certified copies of this chapter
and certified copies of resolutions, surveys, maps, posters and/or
photographs indicating, identifying and/or depicting any and all areas
within the Borough of Upland which have been designated and established
as drug-free school safety zones by the Council of the Borough of
Upland.
