[HISTORY: Adopted by the Borough Council of the Borough of Upland 6-19-1973 by Ord. No. 2-1973 (Ch. 40 of the 1969 Code). Amendments noted where applicable.]
There is hereby created a Planning Commission for the Borough of Upland which shall be known as the "Upland Borough Planning Commission."

The Upland Borough Planning Commission shall be composed of five members, all of whom shall be residents of the Borough and at least three of whom shall be citizen members who shall not be officers or employees of the Borough. All members of the Commission shall be appointed by Borough Council for a term of four years or until his or her successor is appointed and qualified. It is expressly provided, however, that the terms of the members shall be so fixed that the terms of not more than two members shall expire in any given year. All members of the Commission shall serve without compensation but may be reimbursed for necessary and reasonable expenses as from time to time may be approved by Borough Council.
The Commission shall elect its own Chairperson and Vice Chairperson and shall create and fill such other offices as it may determine. The Commission may make and alter bylaws and rules and regulations to govern its procedures, consistent with the ordinances of the Borough and the laws of the commonwealth. No such bylaws, rules or regulations shall become effective unless and until they are first submitted to and approved by resolution of Borough Council. The Commission shall keep a full record of its business and shall annually make a written report, by March 1 of each year, of its activities to Borough Council. Such additional interim reports may be made as often as may be necessary or as requested by Borough Council.
The Commission shall have all of the powers and shall perform all of the duties set forth for planning agencies in the Pennsylvania Municipalities Planning Code,[1] other pertinent Acts of Assembly and ordinances of the Borough, as well as such other additional duties as may be from time to time requested by Borough Council.
