The purpose of this chapter is to authorize, under § 150.10 of the Criminal Procedure Law of the State of New York and pursuant to § 10, Subdivision 4, of the Municipal Home Rule Law of the State of New York, certain public servants of the Village of Brewster to issue and serve appearance tickets in connection with violations of New York State statutes, rules and/or regulations, as well as the Code of the Village of Brewster affecting the public health, safety and welfare of the Village of Brewster, which the employees are authorized or required to enforce.
The following public servants of the Village of Brewster, and their authorized designees, are hereby authorized to issue and serve an appearance ticket with respect to violations of New York State statutes, rules and/or regulations, as well as the Code of the Village of Brewster which the employees are authorized or required to enforce:
A. 
The Fire Chief or, in his absence, the Acting Chief is authorized to issue an appearance ticket to enforce any statute, local law, code, rule or regulation relating to fire prevention and safety.
B. 
The Building Inspector is authorized to issue an appearance ticket to enforce any statute, local law, code, rule or regulation relating to health, sanitation, building, zoning and planning.
C. 
The Parking Enforcement Officer is authorized to issue an appearance ticket to enforce parking regulations of the Village of Brewster.
D. 
The Stormwater Management Officer is authorized to issue an appearance ticket to enforce any statute, local law, code, rule or regulation relating to stormwater management, erosion and sediment control and illicit discharges.
E. 
The police officers of the Village of Brewster are authorized to issue an appearance ticket to enforce any statute, local law, code, rule or regulation of the State of New York and the Village of Brewster, to the extent permitted by law, and specifically excluding any violation relating to building and zoning codes of the State of New York or of the Village of Brewster.
F. 
The Code Enforcement Officer is authorized to issue an appearance ticket to enforce any statute, local law, code, rule or regulation relating to the Village Code of the Village of Brewster.
The appearance ticket issued pursuant to this chapter shall be in the form prescribed by § 150.10 of the Criminal Procedure Law of the State of New York.
