A. 
Before issuance of a building permit for a dwelling, all developers shall pay a sum as set forth in Chapter 180, Municipal Fees, per single-family residential dwelling unit. The sum shall represent impact fees for a portion of the City of Harrington's capital improvements already existing, and as may hereafter be modified to accommodate anticipated growth in the City of Harrington.

B. 
"Single-family residential dwelling unit" shall mean a separate living space designed for occupancy by a family, an individual, or individuals living together as a family, which space shall include kitchen, sleeping and toilet facilities.

The above impact fee is not intended to be applicable to industrial and/or commercial zoning districts, as may be provided for hereinafter.

The purpose of this article is to establish appropriate provisions for the equitable distribution of the costs of enlarging, improving and/or expanding municipal services and to ensure that the cost of such enlargement, improvement and/or expansion is proportionately borne by those who receive the benefits of such enlargement, improvement and/or expansion of municipal services.

Prior to the issuance of a certificate of occupancy by the City Manager or his/her designee, all developers or owners of newly constructed structures shall pay a sum as set forth in Chapter 180, Municipal Fees, per structure, to the City of Harrington as a community service impact fee. The City reserves the right to bar occupancy of any such structure and withhold sanitary sewer service until such time as this impact fee is paid in full.
The community service impact fee will support the following services: fire and ambulance service, parks and recreation, library, and police.
The impact fee and the allocation thereof shall be reviewed annually by the Mayor and Council and may be adjusted as part of the budgetary process.
