A. 
All extensions of water mains and service in the Village shall be pursuant to the existing and future contracts with the Superior Water, Light and Power Company, which has an indeterminate franchise in the Village.
B. 
Any person or company desiring an extension of any existing water main or service shall make written application therefor to the Village Clerk-Treasurer and in such application shall agree to pay the cost of such extension.
C. 
Before such extension is ordered by the Village Board to be made by the Superior Water, Light and Power Company in accordance with existing and future contracts, the applicant or applicants will deposit with the Village Clerk-Treasurer of the Village of Superior an amount of money equal to the estimated cost of such extension and agree to pay any excess of actual cost over estimated cost and will be entitled to a refund of any excess of the payment over actual cost.
After any extension of water main or service is made, all persons other than the person or persons who paid for the cost of such extension and who desire to use such water main extension and water service shall pay to the Village Clerk-Treasurer of the Village of Superior, for the use of those persons who paid for such extension, a connection fee. Such connection fee shall be a sum equal to the average cost per linear foot of such extension multiplied by the number of front feet of the lot or lots consisting of the home site or other building site for which such service is desired.
