Pursuant to N.J.S.A. 40:5-19, a service charge
shall be imposed and added to the account of any person who has tendered
payment by check upon any account owing to the County, including its
constitutional and statutory offices, which check has been returned
for insufficient funds. Said service fee shall be $20 or such greater
fee as may be allowed by amendment to the enabling legislation.
