[HISTORY: Adopted by the Mayor and Council of the Borough of Northvale 7-10-1985 as Ord. No. 537-85. Amendments noted where applicable.]
In accordance with the provisions of N.J.S.A. 40A:5-17, its amendments and supplements, the Mayor and Council of the Borough of Northvale do desire, by adopting this chapter, to set forth a uniform manner for the approval and payment of claims.
All claims for payment to a person or entity by the Borough of Northvale shall be submitted to the Borough Clerk who shall then cause the appropriate head and Council members to verify that the services or goods have been performed or supplied, as the case may be.
All claims shall be approved or disapproved by a majority vote of the governing body of the Borough of Northvale at a regular meeting or any special meeting held in accordance with the provisions of the Open Public Meetings Act.[1]

All claims shall be paid by the check drawn on the municipality signed by the Mayor or, in his absence, the President of the Council. Said checks shall also be countersigned by the Borough Clerk or the Deputy Borough Clerk and the Treasurer or the Assistant Treasurer. In the event that any of the officers or employees set forth in this subsection are temporarily absent, disabled or disqualified, the Mayor and Council may, by resolution, designate some person to act in place of any such officer or employee during his temporary absence, disability or disqualification.
In addition to claims for services rendered or for materials set forth above, claims of accident or injury presented against the borough shall be filed with the Borough Clerk in accordance with the provisions of N.J.S.A. 59:8-7 and within the time prescribed by N.J.S.A. 59:8-8. The claim itself shall be on a form provided by the borough and in accordance with any rules and regulations issued by the Attorney General of New Jersey and shall contain all the information required by Subdivision a through f in N.J.S.A. 59:8-4 and, in addition thereto, shall require the additional items set forth in N.J.S.A. 59:8-6.
