A. 
The owner or owners, tenant or tenants, occupier or occupiers of land adjacent, abutting or bordering on improved sidewalks and/or walkways of public streets, avenues, lanes or highways within the Borough of Northvale shall remove all ice and snow from the sidewalks and/or walkways in front of such lands within 24 hours after the same shall be formed or the cessation of the fall thereon.
B. 
In the event that said owner, tenant or occupier fails to remove said ice or snow within the time period provided under § 174-38A hereinabove, the Borough of Northvale, through its agents, employees and/or servants, may in its discretion cause said ice or snow to be removed.
C. 
In the event that the Borough of Northvale elects in its discretion to remove said ice or snow, the owner, tenant and/or occupier of the land responsible for said removal shall be obligated and responsible to repay the borough for its costs for the removal thereof.
D. 
In addition to the repayment of costs for removal, the owner, tenant and/or occupier of land so charged shall be subject to the fines and penalties provided under § 174-41 of article V of Chapter 174.
The owner or owners, tenant or tenants of land abutting or bordering on improved sidewalks of public streets, avenues or highways within the limits of the Borough of Northvale shall remove all grass, weeds, bushes, brush, undergrowth and other impediments from the improved sidewalks in front of such lands within two days after notice to remove the same.
The Chief of Police or his delegated subordinate shall inspect the sidewalks of public streets, avenues or highways within the limits of the Borough of Northvale, and any owner or owners, tenant or tenants of land within the Borough of Northvale violating any part of this article shall be given a summons to appear before the Judge.

Any person or persons, firm or corporation who or which violates any provision of this article shall be punishable as provided in Chapter 1, General Provisions, article II, General Penalties.
