The Board of Recreation Commissioners shall have full control over all lands, playgrounds and recreation places acquired or leased in the name of the Borough of Washington, except the Borough pocket park located on Block 24, Lot 24, of the Borough, and may adopt suitable rules, regulations and bylaws for the use thereof and the conduct of all persons while on or using the same, subject to the review and approval of the Mayor and Council.
Any rules, regulations or bylaws adopted in accordance with the provisions of Chapter 3, Article XX, of the Code of the Borough of Washington shall be given the full force of law by any court of competent jurisdiction.
Any person who shall violate any of the provisions of this article or any rules, regulations or bylaws adopted pursuant thereto shall, upon conviction thereof, be punishable to the same extent as provided by state law of an individual adjudged to be a disorderly person.

Those park lands of the Borough of Washington located upon the parcel known as Block 24, Lot 24, shall be named "Veterans' Park."

The Borough of Washington Recreation Department ("Recreation Department") is authorized to recommend fees for participation in its programs/events in accordance with the following schedule.

The Recreation Director, or his/her designee, will schedule dates, times and locations for the following programs/events. The fee for participation in the program/event for each registrant shall be within the following parameters:

For any day-care or child-care organization that takes the children to the pool for part of the day, the rates listed above will apply, however, the chaperones (up to four adults) will be free.
By no later than March 1 of each year, the Recreation Director shall evaluate the costs and expenses for operating each program/event and make a recommendation to the Mayor and Council and Manager as to the amount to be charged for participation in the program/events presented by the Recreation Department, which shall be within the range of fees established by this article. The Borough Council shall review the recreation program/event fee recommendations made by the Recreation Director in order to establish the current year's recreation program fee schedule, which shall be adopted by the Mayor and Council via resolution annually.
