As used in this chapter, the following terms shall have the meanings indicated:
EXPRESS INVITATION
The making of calls as a part of a service to which the occupant of the house subscribes.
SOLICIT
The act of going from door to door or house to house or offering goods or services for sale from a vehicle within the borough without prior express invitation or request from the occupant of the premises at which the call is made, for any purpose or in any fashion, including but not limited to the vending, distribution, dissemination or delivery of goods, wares, merchandise or services, or of written, oral or recorded intelligence or communications, or invitation of any kind other than giving alarm of fire or similar emergency warning or in the discharge of some governmental duty or requesting, inviting or taking orders or subscription for present or future delivery or furnishing of any such things or matters; or for the purpose of making canvasses, surveys or the like or doing any other act which is commonly comprehended in the terms of soliciting, canvassing or peddling.
Canvassers and solicitors are prohibited in the Borough of Wrightstown.

The Borough of Wrightstown shall permit charitable organizations as defined in N.J.S.A. 45:17A-20 to solicit contributions in roadways situated in the Borough of Wrightstown in accordance with the provisions contained herein.
All charitable organizations as defined in N.J.S.A. 45:17A-20 who desire to solicit contributions in roadways situated in the Borough of Wrightstown shall file an application for a permit with the Borough Clerk in the Borough of Wrightstown on a form supplied by the Borough Clerk specifying the following information:

Name of applicant organization.
B.ย 
Address of applicant organization.
C.ย 
Telephone number of applicant organization.
D.ย 
Contact person of applicant organization.
E.ย 
Specific location or locations of proposed charitable solicitation.
F.ย 
Dates and times of proposed charitable solicitation.
G.ย 
The manner in which the motorist solicitation will be conducted and the procedures to be used to ensure safety of the members of the public who will be traveling the roadways situated in the Borough of Wrightstown.
Upon the filing of a complete application in accordance with the provisions of this article, the Borough Clerk shall present same the Borough Council for its review and consideration, after which the Borough Council shall grant or deny the applicant's request. In the event that the Borough Council grants the applicant's request, it shall issue a permit to the applicant which shall be subject to the representations contained in the applicant's application and any conditions imposed by the Borough Council.
If said request for solicitation pertains to a location or on any county-owned highway situated in the Borough of Wrightstown, the applicant shall follow the application procedures set forth herein. Should the Borough of Wrightstown approve said application, it will presented by the Borough of Wrightstown to the Burlington County Board of Chosen Freeholders for final approval and permission to solicit on a county-owned highway.
If said request for solicitation pertains to a location or locations on any state-owned highway situated in the Borough of Wrightstown, the applicant shall follow the application procedures set forth herein. Should the Borough of Wrightstown approve said application, it will be presented by the Borough of Wrightstown to the Regional Maintenance Engineer who, after approval from the New Jersey Department of Transportation, shall issue a Charitable Solicitation Permit to the applicant.
In no event shall any charitable organization requesting authorization from the Borough of Wrightstown for said charitable solicitation use any individual under the age of 18 years to perform any function or task associated with the said charitable solicitation in any roadway.
Any charitable organization requesting authorization from the Borough of Wrightstown for said charitable solicitation shall comply with all of the terms and conditions of N.J.S.A. 39:4-60, as amended by P.L. 1997, Chapter 82, approved April 30, 1997, as well as the terms and conditions of N.J.A.C. 16:40-1 et seq.
