It is the intent of this chapter to amend § 243, Subdivisions 1 and 2, and § 244 of the General Municipal Law as they apply to the Village of Johnson City.
In the Village of Johnson City there is hereby established a Recreation Commission which shall establish and direct athletic and recreational programs in parks, playgrounds and neighborhood recreation centers.

The Recreation Commission shall consist of five (5) members, who are residents of the village or of such other municipality or school districts as shall, pursuant to agreement with the village, contribute to the expense of operating and maintaining any such playgrounds and recreation centers, to be appointed by the Board of Trustees for terms of five (5) years each or until their successors are appointed. The members of the Commission shall be appointed for terms of office as follows: one (1) member for a term of one (1) year; one (1) member for a term of two (2) years; one (1) member for a term of three (3) years; one (1) member for a term of four (4) years; one (1) member for a term of five (5) years.
The members of the Recreation Commission established pursuant to this chapter shall elect from their own number a Chairman and Secretary and other necessary officers to serve for one (1) year and may employ such persons as may be needed, as authorized by this chapter and pursuant to law, provided that in the Village of Johnson City the prior approval of the Board of Trustees is granted for such employment. Such a Recreation Commission shall have power to adopt rules of procedure for the conduct of all business within its jurisdiction.
