The Village of LeRoy will enter into a program of a user-fee charge for garbage pickup. In order for garbage to be picked up within the Village, such materials must be placed in garbage bags not exceeding 33 gallons in size. Village residents shall then be required to affix to each bag a distinctive adhesive label or tag.

The officially designated adhesive label or tag shall be distributed through local commercial outlets. The program and distribution shall be coordinated by the Village Clerk's Office. The right to set the price for the adhesive label or tag shall be by resolution of the Village Board of Trustees.
Only garbage is to be placed in the bags. "Garbage" shall be defined as household waste and shall specifically exclude: old furniture, white goods, demolition materials and tires. Officially designated bags which contain old furniture, white goods, demolition materials and tires will not be picked up.
No officially designated bag shall contain more than 50 pounds in weight of garbage, and such bags will be rejected at the curb by the contractor.
Individual pieces of old furniture and white goods may be placed at the curb for collection on designated days if they are marked with an officially designated label. Said labels may be purchased at a cost of $2 each from the Village Clerk's office.
Items to be disposed of shall be placed at the curb ready for collection by 6:00 a.m. on the scheduled day of collection. In no event shall said items be placed ready for collection prior to 6:00 p.m. the evening before a regularly scheduled collection day. Any person violating this article shall be guilty of an offense and punishable by a fine not less than $25 and not exceeding $100 for each twenty-four-hour period of violation.
This article shall take effect April 1, 1991.
