It is hereby stated that the Police Department
of LeRoy, New York, shall have control of traffic administration.
It shall be the duty of the Police Department
to enforce the street traffic regulations of LeRoy and all of the
state vehicle laws applicable to street traffic regulations in LeRoy,
to make arrests for traffic violations, to investigate accidents and
to cooperate with other officers in the administration of traffic
laws and in developing ways and means to improve traffic conditions
and to carry out those duties specially imposed upon said division
by this article and this chapter.
The Police Department shall keep a record of
all violations of this chapter or of the state vehicle laws of which
any person has been charged, together with a record of the final disposition
of all such alleged offenses.
It shall be the duty of the Police Department
to investigate traffic accidents, to arrest and assist in the prosecution
of those persons charged with violations of law causing or contributing
to such accidents.

In times of emergency or when it is deemed advisable in the
interests of public safety, the Mayor or Chief of Police may close
off streets or portions of streets, divert or regulate traffic and
prohibit parking, stopping or unloading, and all pedestrians and drivers
of vehicles, including buses and trucks, shall conform to those regulations.
