Unless a different penalty is prescribed by state law, any person who shall violate or fail to comply with any of the provisions of Articles I through XI of this chapter shall be deemed guilty of an offense and shall be punished by a fine of not to exceed $50 or by imprisonment for not to exceed 30 days, either or both penalties to be imposed at the discretion of the court.

Whenever any vehicle shall be parked in violation
of any of the provisions of the foregoing articles, a police officer
may cause such vehicle to be removed, and such removal and subsequent
storage shall be at the risk and expense of the owner of such vehicle.
In addition thereto, such violator will be subject to the penalty
as set forth in the preceding paragraph.
