The criteria for whether an action may have a significant effect on the environment shall include the following, in addition to any criteria listed in Part 617:
A. 
Any action which causes a substantial adverse change to air quality, water quality, noise level, solid waste production, drainage, erosion, flooding.
B. 
Any action which removes or destroys large quantities of vegetation or fauna or interferes with habitat or movement of any fish or wildlife.
C. 
Any action which encourages large numbers of people to one place.
D. 
Any action which creates material conflict with the community's existing plan.
E. 
Any action which impairs the character or quality of historical, architectural or aesthetic resources, etc.
F. 
Any action which creates a hazard to health or safety.
G. 
Any action which causes a change in type or quantity of energy.
Consistent with the above stated criteria and with Part 617 and the criteria therein, the following actions, in addition to those listed in § 617.4 as Type I actions, are likely to have a significant effect on the environment, but this list is not all-inclusive, and omission does not necessitate exemption:
A. 
Construction of or substantial expansion of:
(1) 
Public institutions and office centers.
(2) 
Industrial plants, refineries, mills, recovery and conversion plants, airports, sewage treatment plants.
(3) 
Nonagricultural uses in agricultural districts.
(4) 
Residential development of 15 or more units.
(5) 
Any project requiring special use permit, which in the opinion of the Planning Board may have substantial environmental effect.
B. 
Clearcutting of more than 75% on 25 or more acres of forest.
C. 
Adoption or amendments to land use plans, zoning ordinances, building codes, state and regional transportation plans, state environmental plans, etc.
D. 
Burial of radioactive materials.
E. 
Acquisition or sale or transfer by a public agency or municipality of more than 50 acres of land.
F. 
Any other Type I action listed in Part 617.
Consistent with Part 617 and the criteria therein, the following are, in addition to those listed in § 617.5 as Type II actions, deemed not to have a significant effect on the environment (this list is not all-inclusive, and omission does not necessitate exemption):
A. 
Construction or alteration of single- or two-family residence if not part of development of 15 or more homes; extension of utility to service same.[1]

Agricultural farm management practices, including construction, maintenance and repair of farm buildings consistent with generally accepted farming principles.
