GENERAL REFERENCES
Abandoned motor vehicles — See Ch. 384.
It is hereby ordered that the use of any public street, street right-of-way, highway, parking lot or any other public property within the City of Kingston for purposes of the repair of motor vehicles shall be prohibited.
As used in this chapter, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Shall be defined in accordance with § 125 of the Vehicle and Traffic Law of the State of New York.
REPAIR
A. 
As used in § 386-1, shall not be deemed to include:
(1) 
The changing or replacing of a deflated tire; or
(2) 
The adding or changing of motor oil, transmission fluid, radiator fluid, brake fluid or windshield washer or battery fluid.
B. 
In all other instances, the term "repair" shall be generally construed to include any and all motor vehicle engine, body and undercarriage maintenance or repair.
This chapter shall not prohibit emergency repairs of any motor vehicle which becomes disabled while being operated on any public street, street right-of-way, highway or parking lot within the City of Kingston and repairs are necessary to permit the same to be driven or towed off such area. Said emergency repairs must be completed within 24 hours.
A violation of this chapter shall be punishable by a fine not to exceed $25.
