Unreasonably loud, disturbing or unnecessary noise, or any noise of
such character, volume or duration as to be detrimental to the life or health
of any individual, or which is in the disturbance of public peace and welfare,
is hereby prohibited. Any person causing such excessive noise shall be deemed
in violation of this chapter and subject to its penalty.
The following acts, among others, are declared to be loud, disturbing
and unnecessary noises and noises in violation of this chapter, but this enumeration
shall not be deemed to be exclusive:
A.
Horns and signals devices.
(1)
The sounding of any horn or signal device on any automobile,
motorcycle, bus or other vehicle while in motion, except as a danger signal
or as brakes are being applied and deceleration of the vehicle is intended.
(2)
The creation by means of any signal device of any unreasonably
loud or harsh sound and the sounding of such device for an unnecessary or
unreasonable period of time.
B.
Unreasonable playing of electronic amplification device
or musical instrument. The playing of any electronic amplification device,
including but not limited to CD players, MP3 players, radios, or tape players,
or musical instrument in such a manner or with such volume as to annoy or
disturb the quiet, comfort or repose of persons in any office, hospital, hotel
or residence or of any persons in the vicinity.

C.
Public address systems. The use of a public address system
to amplify sound of any nature in such a manner or with such volume as to
annoy or disturb the quiet, comfort or repose of persons in any office, hospital,
hotel or residence or of any person in the vicinity.
D.
Unnecessary noises by animals, birds and fowl. The keeping
of any animal, bird or fowl which by causing frequent or long-continued noise
shall disturb the comfort or repose of any person in the vicinity.
E.
Mufflers on engine required. To discharge into the open
air the exhaust of any steam engine, stationary internal combustion engine,
motor vehicle or motor boat engine, except through a muffler or other device
which will effectively prevent loud or explosive noises therefrom.
F.
Tire squealing. Squealing of automobile tires by intentional
sudden acceleration or deceleration to accomplish that effect.
A violation of any of the provisions of this chapter shall subject the
violator to a forfeiture of not less than $10 nor more than $100 for each
separate offense, together with the costs of enforcement and prosecution.
