The Borough is empowered to enter into an intergovernmental cooperation agreement, pursuant to 1972 P.L. 762, No. 180, 53 P.S. § 481 et seq.,[1] with other municipalities and the Rachel Kohl Community Library to establish and provide free public library service to the residents and taxpayers of the Borough of Chester Heights and on behalf of the Borough government.

The Borough hereby authorizes and designates the Rachel Kohl Community Library to act as the agent of the Borough government to provide said public library services to the residents and taxpayers.
The Borough is hereby authorized to assist in the maintenance of the Rachel Kohl Community Library in accordance with the provisions of § 303 of the Library Code, the Act of June 14, 1961, P.L. 324.[1]

In accordance with § 411 of the Library Code,[1] the Borough shall appoint one or two persons to serve as its representative (representatives) on the Board of Directors of the Rachel Kohl Community Library. Such representatives shall serve for terms of three years.

In accordance with § 412 of the Library Code,[1] the Treasurer of the Board of Directors of the Rachel Kohl Community Library shall give bond to the Borough of Chester Heights with satisfactory surety in such amount as the Board of Directors may determine and annually present to the Borough of Chester Heights on or before October 1 of each year a budget for the following year, and such reports as are required by § 413 and § 414 of the Library Code,[2] and the library shall provide free library service to the residents and taxpayers as provided in § 415 of the Library Code.[3]
