The roles of the Committee shall be as follows:
A. 
To represent the Hamilton community and report to it on the operation and programs of Hamilton Community Residence.
B. 
To make recommendations concerning activities, programs and operation of the Residence.
C. 
To aid Community Residence personnel and clients in obtaining supporting activities: social, religious, educational and recreational.
D. 
To investigate specific incidents of inadequate programming and service and to bring these to the attention of the administration for remedial action.
E. 
Others, as deemed by the Committee.
A. 
Composition.
(1) 
The voting members of the Community Residence Advisory Committee shall be:
(a) 
Seven residents of the Hamilton community suggested and recommended by the Committee and approved/appointed by the Mayor of the Village of Hamilton.
(b) 
One representative who is a resident of Community Residence and selected by the residents.
(c) 
One staff representative from Community Residence.
(d) 
One relative of a resident of Hamilton Residence.
(2) 
Nonvoting members would include personnel and representatives from Madison County team of Seguin and Syracuse Developmental Center.
B. 
Selection process:
(1) 
Community members of the Committee shall be selected from the community by nominating committee of the Advisory Committee to fill expired terms or positions left vacant due to resignations. The nominating committee should seek positions during the spring and report back to the Committee no later than the June meeting.
(2) 
Newly selected members shall take office at the October meeting.
(3) 
Nominations must be approved by the nominee before being voted upon. Self-nominations are welcome.
C. 
Terms of office. The term of office shall be two years. Members may be reelected for one additional consecutive term.
D. 
Election of officers.
(1) 
At the first meeting following induction of new members (usually October), the Committee shall elect the following officers:

Chairperson, Vice-Chairperson and Secretary. These officers shall serve as the Executive Committee.
E. 
Resignations. Resignations should be in writing and given to the Chairperson. It is desirable that a resignation be announced before a person gives up his duties on the Council. A replacement shall be recommended by Council to fill the unexpired term of the resignee.
There must be four voting members to make formal recommendations.
A. 
Meetings shall be held at least once per month from September through July. Additional meetings may be held at the discretion of the Council.
B. 
Any member who misses three consecutive meetings without notifying an officer may be terminated from Committee membership and will be notified in writing by the Chairperson.
C. 
Observers are always welcome. Anyone wishing to speak should present themselves to the Chairperson prior to the meeting.
Amendments shall be presented at a regular meeting of the Committee for discussion. Action shall be delayed until the following meeting at which time adoption shall be by 2/3 vote of the entire voting membership.
