No person shall, either alone or in congregation with others, loiter or stand about on any part of any street, sidewalk or public place within the Town of Williamson or any part of any building or structure immediately adjacent to such street, sidewalk or public place within the Town of Williamson to the hindrance and inconvenience of the public generally.
No person shall, either alone or in congregation with others, engage or indulge in any noisy or boisterous conduct to the annoyance of the public generally in or upon any part of any street, sidewalk or public place within the Town of Williamson.

The provisions of this chapter shall be enforced in accordance with, and the penalties for violation thereof governed by, the provisions of Chapter 1, Article II, of this Code.
