Monuments shall be placed at all block corners, points of curves in streets and at such intermediate points as may be required by the Engineer. The monuments shall be of such material, size and length as set forth in the engineering specifications.
A. 
Streets and alleys, where provided, shall be graded, surfaced and improved in accordance with the plans, profiles and cross-sections prepared by the subdivider and approved by the governing body. The work shall be performed in the manner prescribed in the applicable engineering specifications of the municipality. Subsurface drainage and all utilities shall be installed prior to placing the street surface.
B. 
Driveway entrances. Driveway entrances or aprons within the street right-of-way shall be surfaced to their full width, the type of surface to be the same as specified by the borough engineering specifications for streets. Where sidewalks are installed, the required driveway surfacing shall end at the street side of the sidewalk.
A. 
Where a public sanitary sewer system is within 1,000 feet of or where plans approved by the governing body provide for the installation of such public sanitary sewer facilities to within 1,000 feet of a proposed subdivision and/or land development, the subdivider shall provide the subdivision and/or land development with a complete sanitary sewer system to be connected to the existing or proposed public sanitary sewer system in accordance with the engineering specifications.
B. 
Where installation of a sanitary sewer system is not required, the subdivider or owner of the lot shall provide for each lot, at the time improvements are erected thereon, a private sewage disposal system consisting of a septic tank and tile absorption field or other approved sewage disposal system. All such individual sewage disposal systems shall be constructed in accordance with applicable health and engineering specifications.
C. 
Where a water main supply system is within 1,000 feet of or where plans approved by the governing body provide for the installation of such public sanitary water facilities to within 1,000 feet of a proposed subdivision and/or land development, the subdivider shall provide the subdivision and/or land development with a complete water main supply system to be connected to the existing or proposed water main supply system in accordance with the engineering specifications.
D. 
Where installation of a public water main supply system is not required, the subdivider or owner of the lot shall provide for each lot, at the time improvements are erected thereon, an individual water supply approved by the Board of Health or Health Official.
Whenever the evidence available to the governing body indicates that natural surface drainage is inadequate, the subdivider shall install a stormwater sewer system in accordance with approved plans and profiles and the applicable engineering specifications.
Wherever a proposed subdivision and/or land development shall average three or more lots per gross acre included in the subdivision and/or land development or where any subdivision and/or land development is immediately adjacent to or within 1,000 feet of any existing or recorded subdivision and/or land development having curbs and gutters, curbs and gutters shall be installed on each side of the street surface in accordance with the engineering specifications. The governing body may require installation of curbs and/or gutters in any subdivision and/or land development where the evidence indicates that such improvements are necessary for proper drainage.
Wherever a proposed subdivision and/or land development shall average three or more lots per gross acre included in the subdivision and/or land development or where any subdivision and/or land development is immediately adjacent to or within 1,000 feet of any existing or recorded subdivision and/or land development having sidewalks, sidewalks shall be installed on each side of the street in accordance with the engineering specifications. The governing body may require installation of sidewalks in any subdivision and/or land development where the evidence indicates that sidewalks are necessary for the public safety.
The subdivision and/or land development shall be provided with street name signs at all intersections. Such signs shall conform to borough standards.
The subdivider shall provide street trees of a size, type and spacing as approved by the Shade Tree Commission.
A. 
In the event that any developer shall intend to make changes in the contour of any land proposed to be subdivided, developed or changed in use by grading, excavating or the removal or destruction of the natural topsoil, trees or other vegetation covering thereon, the developer shall submit to the Commission for approval a plan for erosion and sedimentation controls, unless there has been a determination by the Commission that such plans are not necessary.
B. 
Erosion and sedimentation control measures used to control erosion and reduce sedimentation shall as a minimum meet the standards and specifications adopted for use by the Northumberland County Soil and Water Conservation District.
